1)  Must be a South Texas high school junior, senior or college from one (1) of the qualifying South Texas counties:

Atascosa, Bandera, Bee, Bexar, Brooks, Cameron, Comal, De Witt, Dimmit, Duval, Edwards, Gillespie, Goliad, Gonzales, Guadalupe, Hidalgo, Jim Hogg, Jim Wells, Karnes, Kendall, Kenedy, Kerr, Kimble, Kinney, La Salle, Live Oak, Maverick, McMullen, Medina, Nueces, Real, Refugio, Rio, San Patricio, Starr, Uvalde, Val Verde, Victoria, Webb, Willacy, Wilson, Zapata, and Zavala.

2) Public Service Announcement (“PSA”), 2-3 minutes in length, required; 3) PSA must be uploaded to Youtube and marked as “Unlisted;” 4) Assignment of Copyright Form required.
