Additional Requirements and Information:

1) Must be a high school student located in Alaska, Arizona, California, Hawaii, Idaho, Montana, Nevada, Oregon, Washington, the United States Territory of Guam and the Commonwealth of the Northern Mariana Islands; 2) Students in the 9th – 12th grades in public, private, parochial and charter schools and home-schooled students of equivalent grade status are eligible to apply for this scholarship award; 3) The contest has two (2) components:

i) Individual students can express their thoughts and ideas in an essay of between 500 and 1,000 words; and/or,

ii) Individuals and teams of up to three (3) students can produce a 3-5 minute video on the contest theme.

4) A student may submit both an essay and video; 5) A student may submit only one (1) essay and be involved in the production of only one (1) video; 6) Video must be submitted as MOV, MPEG4, MPEG2, MPEG, AVI or WMV files; 7) Resolutions of 720×486 pixels to 1920 x 1080 pixels are acceptable; 8) Video files may not exceed 1GB in size; 9) Videos should be compressed using the H.264 codec; 10) Scholarships awarded as follows:

o First Place: $2,000.00, plus travel and accommodations to attend the 2017 Ninth Circuit Judicial Conference in San Francisco, California

o Second Place: $1,000.00

o Third Place: $500.00

NOTE: The topic for the Ninth Circuit Civics Contest is as follows: Consider and describe the relevance of the Japanese internment today as our nation combats terrorism.
